The decisive unit of participation is no longer merely a reachable endpoint. It is a governed entity that can identify itself, declare relevant state, participate under explicit authority, preserve evidence and constraints, expose bounded capability and remain independently operable.</p>\n<p>The architecture replaces implicit reachability with explicit admission, unstable endpoint identity with persistent node identity, unqualified data transfer with evidence-aware exchange, centralized policy assumptions with composable sovereign policy, and vague interoperability claims with bounded reporting levels.</p>\n<p>A Sovereign Web4 Federation consists of independently operable nodes participating through persistent identity, versioned admission, policy-mediated gateway transport, evidence envelopes, state declarations, health and status surfaces, conformance references and attributable governance. The architecture distinguishes coordinating nodes, member nodes, gateways, relays, operators, evaluators and adjudicators. It separates operational role, authority scope, evidence state, conformance state, availability and lifecycle rather than collapsing them into a single trust score.</p>\n<p>The paper introduces an implementation-neutral evidence-envelope model carrying provenance, declared context, authority, material constraints, policy references, permitted use, freshness and transformation loss. It defines composable source-local, destination-local, federation and gateway policy. It also specifies node-state declarations, health semantics, admission and revocation records, governance events, adjudication, appeal and emergency suspension.</p>\n<p>Machine Entity Comprehension provides the behavioral evaluation layer. Paper 4 binds federation operation to the nine MEC profiles, MEC-1 through MEC-9, and the aggregate classes MEC-C0 through MEC-C4. It defines bounded disconnected-continuity claims and multi-node outcome equivalence under aligned implementation, evidence, policy, configuration, dependency and network state.</p>\n<p>Five proposed interoperability-reporting levels provide a practical adoption path. W4-I0 identifies co-deployment. W4-I1 identifies same-implementation federation. W4-I2 identifies heterogeneous configuration or version exchange. W4-I3 requires separately developed implementations exchanging governed evidence through a declared binding. W4-I4 adds evaluator-controlled cases, adjudication and reporting. These levels allow an implementation to report what it has demonstrated without confusing node count with independent interoperability.</p>\n<p>KTS Global has implemented the public Web4 and Machine Entity Comprehension architecture in a proprietary reference deployment based in Dubai, United Arab Emirates. Public first-party records report production operation beginning on 26 January 2026 and twenty-one participating nodes as of 5 August 2026. The present public evidence class is E0: operator reported. E0 identifies the provenance of the implementation evidence; it does not mean that the architecture is theoretical, unimplemented or awaiting external permission.</p>\n<p>The architecture is designed for evaluation without mandatory disclosure of proprietary coordinates, source code, model parameters, internal reasoning traces or security-sensitive implementation details. Evaluators can instead use declared state, controlled test cases, evidence sets, policy profiles, observable outcomes and retained adjudication records.</p>\n<p>Geometry Intelligence supplies the field structure. Governed Relational Geometry supplies the conditions for valid transformation. Machine Entity Comprehension supplies externally observable behavioral evaluation. Sovereign Web4 Federation supplies the optional deployment architecture through which independently governed systems can exchange those capabilities.</p>\n<p>This is Paper 4 of the Geometry Intelligence Foundational Series.
